Public Service Hall (House of Justice) is a Georgian innovation which aims at offering a wide range of services within a single space.
Located by the seaside the building was constructed during 2010-2011 according to the designs of Italian architect Michele de Lucchi. It is a cylindrical tower with seventeen levels, narrowed to the bottom. It stands as a symbolic lighthouse, a point of orientation in modern Batumi.
Near the Public Service Hall is a monument Rotation designed by a Georgian sculptor Tamar Kvesitadze. The figures of a man and a woman moving in a circle express the idea of love and eternity. The silhouette of the statue echoes the rounded forms of the Public Service Hall and serves as the organizing element of the square space.
